Around 88% of UAE residents are expatriates. Support here was never a single-language problem — a Dubai retailer answers Arabic, English, Hindi, and Tagalog before lunch. And those conversations happen on WhatsApp, not email.

  • WhatsApp is the Emirates' dominant business-messaging channel — text and business messaging are fully lawful (the TDRA restriction concerns voice calling, not chat).
  • A structurally multilingual market: 200+ nationalities means AI support has to read and answer across languages, not translate around them.
  • Working weeks are fragmented — federal Monday–Friday, private-sector patterns vary — so a shift schedule written for one of those patterns leaves the rest uncovered.

Three data regimes, one deployment posture

Onshore, the federal Personal Data Protection Law (Federal Decree-Law 45 of 2021) has applied since January 2022 under the UAE Data Office. Inside the financial free zones, DIFC and ADGM each run their own GDPR-aligned regimes. Sheba scopes each deployment to the regime that actually governs it.

  • Federal PDPL in force since January 2022 — the Executive Regulations are still pending, so the honest posture is compliance-readiness, not certification. That is how we build.
  • DIFC (Data Protection Law No. 5 of 2020) and ADGM (Data Protection Regulations 2021) apply their own GDPR-modelled rules inside those zones — free-zone deployments get scoped to the zone regime.
  • Business-initiated marketing messages require prior consent with an opt-out under TDRA policy — ChatSheba's consent flows and opt-out logging are built for it.
